For most of aviation's history, becoming a competent pilot was measured in hours and manoeuvres. Fly enough hours, demonstrate the required exercises, pass the checkride, and you were signed off. It produced generations of capable aviators — but it carried a blind spot. A pilot could execute every manoeuvre in the book and still be weak at the things that quietly decide most outcomes on a difficult day: communication, decision-making, workload, working as a crew. Competency-Based Training and Assessment exists to close that gap.
What CBTA actually is
CBTA turns the traditional model on its head. Instead of counting hours and ticking off tasks, it asks a more useful question: can the pilot demonstrate the competencies that safe, effective flying genuinely requires — to a defined standard, across realistic scenarios? A manoeuvre is no longer judged simply “good” or “bad” in isolation. It becomes evidence: a window into the underlying competencies a pilot is, or isn't, showing. Training is built around developing those competencies, and assessment around observing them through clearly defined behaviours.
The shift sounds subtle. In practice it is profound. It moves training from “did you complete the task?” to “what did that task reveal about how you fly, think, and work with others?” — and it gives instructors a legitimate, structured way to assess the human skills that have always mattered but were historically hard to grade objectively.
Where it comes from
CBTA did not appear overnight. It grew out of a broad industry effort, led through ICAO and IATA, to make pilot training more effective and more directly tied to real-world safety. Its close relative, Evidence-Based Training (EBT) — endorsed by ICAO in 2013 with the publication of Doc 9995 — uses analysis of operational safety data to decide what pilots should actually train, rather than repeating a fixed list of exercises out of habit. Threat and Error Management is woven through the whole approach. Over the past decade this thinking has been progressively adopted into European (EASA) and other national rules, and it is now the direction of travel for pilot training worldwide.
The competencies at the heart of it
CBTA is built on a defined competency framework. In its current ICAO and IATA form, the pilot framework describes nine core competencies:
- Application of Knowledge
- Application of Procedures and Compliance with Regulations
- Communication
- Flight Path Management — Automation
- Flight Path Management — Manual Control
- Leadership and Teamwork
- Problem Solving and Decision Making
- Situation Awareness and Management of Information
- Workload Management
Look closely at that list and something stands out: only a couple of these competencies are about “flying the aircraft” in the traditional sense. The majority — communication, leadership and teamwork, decision-making, situation awareness, workload management — are human, non-technical skills. That is not an accident. It reflects what decades of human factors research have made clear: on a well-maintained modern aircraft, it is usually the human competencies, not the stick-and-rudder ones, that make the difference between a managed situation and an incident. CBTA simply brings those competencies into the formal training and assessment system, where they belong.
Why it matters
Done properly, CBTA delivers several things the old model struggled with. It makes assessment more objective and consistent, because it is anchored to observable behaviours rather than a subjective sense of whether a flight “felt” acceptable. It targets real operational risk instead of rehearsing exercises for their own sake. It develops adaptable, resilient pilots who can handle situations no syllabus anticipated — precisely the scenarios that catch crews out. And because it is data-informed, it creates a feedback loop that lets an organisation continuously refine its training around what actually keeps its operation safe.
Why it is harder than it looks
Here is the honest part. The concept of CBTA is elegant; implementing it well is demanding. Assessing competencies — especially the non-technical ones — objectively is genuinely difficult. It depends on well-defined observable behaviours, and on assessors who are trained, calibrated, and consistent, so that the same performance earns the same grade regardless of who happens to be watching. It also asks for a cultural shift, from instructor-as-checker to instructor-as-developer, which is not something a policy document alone can deliver.
Implemented superficially, CBTA becomes box-ticking with new labels — the old checklist, relabelled. Implemented with rigour, it is transformative. The trouble is that the gap between the two is largely invisible on paper: a programme can look perfectly compliant in a manual and still fall apart under a competent auditor's questions — or, far worse, in the moment a crew actually needs the competencies it was meant to build. Closing that gap is rarely something a downloaded template or an already-stretched training manager can manage alone. It takes people who have built these systems before — who can write behavioural markers assessors can actually apply, and calibrate a room full of instructors until they grade the same performance the same way. It is the same discipline that makes KSA100 so demanding to implement meaningfully at the ab initio stage, and the reason many organisations underestimate it until they are already deep in it.
